  3.                        Schedule of the United States

  5.  
  6.      The United States takes an exception to Article 1103 for all
  7. international agreements (bilateral and multilateral) in force or
  8. signed prior to the date of entry into force of this Agreement.
  9.      
  10.      As for international agreements other than those in force or
  11. signed prior to the date of entry into force of this Agreement,
  12. the United States takes an exception to Article 1103 for those
  13. agreements involving:
  14.  
  15. 1.   Aviation;
  16.  
  17. 2.   Fisheries;
  18.  
  19. 3.   Maritime matters, including salvage; or
  20.  
  21. 4.   Telecommunications.
  22.  
  23.      With respect to state measures not yet described in Annex I,
  24. pursuant to paragraph 2 of Article 1108, the United States takes
  25. an exception to Article 1103 for international agreements signed
  26. within two years of the entry into force of this Agreement.
  27.  
  28.      For greater certainty, the Parties note that Article 1103
  29. does not apply to any current or future foreign aid programs to
  30. promote economic development, such as those governed by the
  31. Energy Economic Cooperation Program with Central America and the
  32. Caribbean (Pacto de San José) and the OECD Agreement on Export
  33. Credits.
